Artículo 93.º

El empleo de las lenguas usadas en Filipinas es potestativo. No uede regularse sino por la ley y solamente para los actos de la autoridad pública y los asuntos judiciales. Para estos actos se usará por ahora la lengua castellana.

L'emploi des langues parlées aux Philippines est facultatif. Il ne peut être réglementé que par la loi et uniquement pour les actes des autorités publiques et dans les affaires judiciaires. Pour ces actes, la langue castillane sera utilisée pour le moment.

ARTICLE XIII — GENERAL PROVISIONS

Section 3.

1) The National Assembly shall take steps toward the development and adoption of a common national language based on one of the existing native languages.

2) Until otherwise provided by law, English and Spanish shall continue as official languages.

1) L’Assemblée nationale doit prendre des mesures pour développer et adopter une langue nationale commune basée sur l'une des langues autochtones existantes.

2) Jusqu'à ce que la loi en dispose autrement, l'anglais et l'espagnol demeurent les langues officielles.

Ordinance appended to the 1935 Constitution

Section 1.

Notwithstanding the provisions of the foregoing Constitution, pending the final and complete withdrawal of the sovereignty of the United States over the Philippines—

(1) All citizens of the Philippines shall owe allegiance to the United States.

(2) Every officer of the Government of the Commonwealth of the Philippines shall, before:

entering upon the discharge of his duties, take and subscribe an oath of office, declaring, among other things, that he recognizes and accepts the supreme authority of and will maintain true faith and allegiance to the United States.

(8) The Government of the Commonwealth of the Philippines shall establish and maintain an adequate system of public schools, primarily conducted in the English language.

(10) Foreign affairs shall be under the direct supervision and control of the United States.

(11) All acts passed by the National Assembly of the Commonwealth of the Philippines shall be reported to the Congress of the United States.

(12) The Philippines recognizes the right of the United States to expropriate property for public uses, to maintain military and other reservations and armed forces in the Philippines, and, upon order of the President of the United States, to call into the service of such armed forces all military forces organized by the Government of the Commonwealth of the Philippines.

(13) The decisions of the courts of the Philippines shall be subject to review by the Supreme Court of the United States as now provided by law, and such review shall also extend to all cases involving the Constitution of the Philippines.

Décret supplémentaire à la Constitution de 1935

Article 1^er

Nonobstant les dispositions de la Constitution précédente, en attendant le retrait définitif et complet de la souveraineté des États-Unis sur les Philippines -

(1) Tous les citoyens des Philippines doivent prêter allégeance aux États-Unis.

(2) Tout fonctionnaire du gouvernement du Commonwealth des Philippines doit, auparavant:

s'engager dans l'accomplissement de ses obligations, prêter et souscrire un serment d'office, déclarant, entre autres, qu'il reconnaît et accepte l'autorité suprême des États-Unis et y maintiendra une véritable foi et allégeance.

(8) Le gouvernement du Commonwealth des Philippines doit établir et maintenir un système adéquat d’écoles publiques, principalement offert en anglais.

(10) Les Affaires étrangères seront sous la surveillance et le contrôle directs des États-Unis.

(11) Tous les actes adoptés par l'Assemblée nationale du Commonwealth des Philippines doivent être rapportés au Congrès des États-Unis.

(12) Les Philippines reconnaissent aux États-Unis le droit d'exproprier des biens à des fins publiques, afin de maintenir des garnisons militaires et autres, ainsi que des forces armées aux Philippines et, sur ordre du président des États-Unis, pour appeler au service de ces forces armées toutes les forces militaires organisées par le gouvernement du Commonwealth des Philippines.

(13) Les décisions des tribunaux des Philippines pourront faire l'objet d'un réexamen par la Cour suprême des États-Unis, comme le prévoit actuellement la loi, et cette révision s'étendra également à toutes les affaires concernant la Constitution des Philippines.

ARTICLE XV (1973)

GENERAL PROVISIONS

Section 3.

1) This Constitution shall be officially promulgated in English and in Pilipino, and translated into each dialect spoken by over fifty thousand people, and into Spanish and Arabic. In case of conflict, the English text shall prevail.

2) The Batasang Pambansa shall take steps towards the development and formal adoption of a common national language to be known as Filipino.

3) Until otherwise provided by law, English and Pilipino shall be the official languages.

DISPOSITIONS GÉNÉRALES

Article 3

1) La présente Constitution doit être officiellement promulguée en anglais et en pilipino, et traduite dans chaque dialecte parlé par plus de 50 000 locuteurs, ainsi qu'en espagnol et en arabe. En cas de conflit, le texte anglais prévaudra.

2) Le Batasang Pambansa doit prendre des mesures pour développer et adopter officiellement une langue nationale commune appelée filipino.

3) Jusqu'à ce que la loi en dispose autrement, l'anglais et le philippin sont les langues officielles.
